RNC poll #s on SS -- WTF?

As a result of a particularly nasty prank played by a colleague shortly before the election, I, Buck Fush, am a GOP Team Leader. This, of course, means that I get all their juicy oppo research, which I can immediately share with y'all.  (It also means I get the occasional autographed picture of George, Laura, and the twins -- they make great dartboards.)

The topic of today's e-mail: Social Security.  Apparently the troops have had a few setbacks lately, and are in need of some rallying...

Some funky poll numbers and more below the jump.

Dear [Buck Fush],

While modernizing Social Security was once considered "touching the third rail" of American politics, today Social Security reform is not only good policy, it's also good politics. A majority of Americans agree with the President that reform is needed and personal retirement accounts (PRAs) are a good idea.

Americans Overwhelmingly Agree With President Bush: Social Security Reform Is Needed.

  • In any debate or discussion, the first question that needs to be answered is whether or not there is a problem. According to a recent CNN/Gallup poll (Feb 4-6), 72% of Americans think Social Security faces a crisis or has major problems.

  • A Washington Post/Kaiser Foundation/Harvard University poll (Feb 3-6) found that 73% believed the same and in a recent Harris Poll, 89% of the public supports reforms to the Social Security system.

  • As the President has begun talking to the public about this first question of whether or not there is a problem and reform is needed, we see in poll after poll, the answer is a resounding "yes".

  • According to a Voter Consumer Research poll (Jan 23-25), widespread support is seen among traditional swing voters and non-Republicans.

President Bush has pledged to work with Congress to find the most effective combination of reforms. He believes we must move ahead with reform on a bipartisan basis, because our children's retirement security is more important than partisan politics.

Notice the sleight of hand: the teaser that "a majority of Americans agree with the President that ... personal retirement accounts (PRAs) are a good idea", followed by poll numbers that say no such thing.  In fact, my understanding of the most recent polling is that a slight majority of those polled are in favor of changes to SS (not entirely unreasonable considering the obvious demographic issues it faces), but a HUGE majority of these think personal accounts SUCK, especially once given an honest appraisal of the risks and benefits.

Still, the numbers certainly don't jive with what I've been reading, both here and in the MSM. I can think of three possibilities:

  1. The numbers are accurate, but the interpretation is hopelessly rigged -- e.g., Joe Progressive's reply of "Yeah, we should roll back Bush's tax cuts and lift the income cap on payroll taxes to pay for shoring up SS" is recorded as "Joe Progressive favors SS reform!"
  2. The numbers come from partisan polling, with the occasional semi-independent poll thrown in for legitimacy's sake (what the fuck is Voter Consumer Research?)
  3. The numbers are pulled entirely out of Ken Mehlman's ass.  Unlikely, even for him.

So where the fuck are these coming from? Anyone know?
